The Affordable Care Act will significantly reduce the number of uninsured. Studies of Oregon's Medicaid program -- which was expanded on a lottery basis, giving researchers a rare opportunity to gauge its impact -- found that increasing the number of people with insurance improves health but does not necessarily reduce costs. What further steps need to be taken to stem the growth in medical spending, which stands at more than 17 percent of the gross domestic product, a far higher rate than other industrialized countries?
