Removing plastic

Rick Downey, right, and the other DPW workers must remove all plastic bags before the collected yard waste and food scraps can be turned into compost. Residents participating in Howard County's new composting program have not yet gotten the message that items should be put out curbside in paper bags or unbagged in the trash containers intended for composting.
