The biggest hot-button issue of the 2011 General Assembly session is back. Legislators are likely disinclined to take up the measure in 2013 or 2014 because a voter referendum on the issue would be on the ballot at the same time they're up for re-election, so this is the year. Governor O'Malley is leading the charge this year, which should help win over a few votes in the House of Delegates. He and advocates should work to make the religious exemption language in the law mirror that in New York, where concessions to church groups helped win over a few holdouts in the legislature.
