It is hard to believe that the availability of an over-the-counter home test kit for HIV in local drug stores is not more publicized, encouraged or subsidized ("Congress must restore federal funding for needle exchange" Apr. 1). Realizing that HIV testing is free, lack of confidentiality seems to be a deterrent. It would seem that a mutual undertaking of such a test among the pertinent parties, in tandem would reduce the spread at least as much as sterile needles.
