"We already spend enough time stuck in traffic along Reisterstown Road," said Mona Goorevitz, who lives in Owings Mills.
Some people in the audience held signs reading, "Save TI's investment," referring to the Torah Institute near Reisterstown Road. People are concerned about Foundry Row's potential traffic impact on the Jewish school, said Rena Levin, whose children attend other religious schools in the area.

Brian Gibbons, chairman and CEO of development firm Greenberg Gibbons, has said traffic issues would be scrutinized by the state and county if his firm gets its rezoning request. He also has said he believes opposition to his project is being funded by special interests. Developers of the mall and the
Gibbons' company also has pointed to support for its project from many neighborhood associations.
Council members also heard Monday from several residents who oppose the construction of an elementary school in Mays Chapel, saying officials should have considered other locations. The school board approved the project in March to help alleviate school crowding along the York Road corridor.
