Police said the incident occurred about 3 a.m. Tuesday between Route 32 and Benfield Road. A preliminary investigation shows a street-sweeping truck carrying two people crossed the median, struck a guard rail and overturned, ejecting both motorists from the vehicle. Police said the passenger, identified as Wilmer R. Borgmann, III, 50, of Millersville, landed on the southbound lanes of I-97 and was standing in either the left or center lane when he was struck by a vehicle traveling south that did not stop. Borgmann was pronounced dead at the scene.

Police believe the vehicle that struck Borgmann has extensive damage to its front end, including the hood and windshield. One of the vehicle's windshield wipers was recovered at the scene, police said.
Police also said "evidence indicates there is little doubt the driver of the vehicle knew he or she struck someone." They believe Borgmann's body may have been transported on the hood of the vehicle as it continued to travel down the highway. It was found 200 feet from the point of impact.
