THE ECONOMIC BRINK: Albert Grimes, with his girlfriend, Jacqueline Harvey, has endured a difficult year. He and his family were evicted in February from their apartment on Fedora Street. And then in July, Grimes left his job as a security guard at Ernst & Young Plaza downtown. He and Harvey now rent a two-room Hollywood walk-up for $875 a month, or more than 40% of their income.
