Naughty sailors. Vixen fire fighters. Sexy cops. Nowadays Halloween might be mistaken for a Victoria's Secret runway show. Melody Tsai, who helps run Leg Avenue, her family's costume and lingerie company in the City of Industry, says the early 2000s marked a boom in tight, revealing costumes for women. "Halloween is the one day a year where a girl can wear whatever she wants, and it's not going to be counted against her," Tsai said.
