Date and place of incident: January 2007, 6400 block of South Racine Ave., Chicago. Incident narrative: An unemployed mentally disabled man, Dennis Earl Plummer, was charged with aggravated kidnapping of a two-year-old boy after he grabbed the toddler from his mother's arms and fled. Plummer took the child about a block before he was apprehended. Plummer was a former street gang member who had served prison and jail sentences for several felony convictions ranging from narcotics possession to armed robbery, court records show. Plummer had unspecified mental health issues but was found fit to stand trial in the kidnapping of the baby, court records show. Court outcome: Plummer plead guilty to one count of aggravated kidnapping of a child in February 2010 and was sentenced to six years in prison. He did not respond to a request for comment.
