Emma Belcher has joined the John D. and Catherine T. MacArthur Foundation as program officer for International Peace and Security. Belcher, 34, comes to the foundation from the Council on Foreign Relations, where she was Stanton Nuclear Security Fellow. Before that, she was a research fellow at Harvard University's Belfer Center for Science and International Affairs and a policy adviser to the Australian prime minister and cabinet on international and national security and a public affairs officer at the embassy in Washington, DC. She has a B.A. from the University of Melbourne, Australia, and M.A. and Ph.D. degrees from Tufts University.
