Traffic snarls to a slow crawl at Congress near Wells due to the closing of lanes on the Eisenhower Expressway. Officials had warned drivers on the western end of the expressway to expect trouble this morning at the onset of a 27-mile repaving project, but traffic as of 7 a.m. appeared to be running about normal for any morning rush. IDOT spokeswoman Marisa Kollias said construction work on the western end of the Ike wouldn't begin until tonight because of delays by a contractor in finishing work on Interstate Highway 355.
