In order to obtain a visa, travelers must go to the DPRK Embassy in China. This means you will need a Chinese visa as well, and even then visas may not be available unless you are part of an organized delegation accepted into North Korea for cultural exchange purposes. And North Korea may only be entered through a handful of cities serviced by Chinese transportation. Also, foreigners are not allowed to roam freely or use local currency when inside the country.
