Flag Officer Louis Goldsborough was a reluctant partner in the May 10, 1862 amphibious landing that forced the surrender of Norfolk. He feared operating in the shallow waters and anticipated an attack by the CSS Virginia, which two months earlier had inflicted the navy with its worst defeat before Pearl Harbor.
