( White House Photo / February 12, 2013 ) Gerald Ford strikingly declared, "The state of the union is not good," in a speech he delivered only months after taking over for Richard Nixon, who resigned amid the Watergate scandal. Ford assumed the office of the presidency during a tough time for the country. Two years later, voters opted for a different direction when they elected Democrat Jimmy Carter.
