In his first address, delivered just months after the September 11, 2001 terrorist attacks, George W. Bush's "axis of evil" remark tied together Iran, Iraq and North Korea as countries pursuing chemical, biological, and nuclear weapons and having terrorist training camps. In a sense, "axis" was a loaded term, since the Axis powers of Italy, Germany and Japan aligned against the U.S. and its allies in World War II.
