Arrests In Campaign Probe

Tuesday, federal prosecutors sought secretly to have Harry Raymond Soucy, 60, of Naugatuck, arrested and presented in federal court in New Haven, where he pleaded guilty to one count of devising a scheme to bribe a public official and one count of conspiring to make false statements to the Federal Election Commission and to impede the commission's enforcement of federal campaign finance laws.
