No. 1: Finished business

It began last December, when Phoebus suffered a demoralizing loss in the state semifinals. Adopting the motto “Unfinished Business,” the Phantoms went to work and ultimately blew through the 2008 season unbeaten, capturing the program’s fourth Division 5 state championship in eight years. The ingredients: a suffocating defense, a punishing ground game and an effective passing attack. Coach Bill Dee’s best team inserted itself into the discussion of the best squads the Peninsula has produced.
