Flanked by University of Connecticut and State Police, John A. Danaher III, commissioner of the state Dept. of Safety, talks to the press about the arrests in the Jasper Howard murder case at the university police department Tuesday afternoon. Authorities announced the arrests of John W. Lomax, 21, of Bloomfield, for murder and conspiracy to commit assault, first degree; Hakim Muhammad, 20, of Bloomfield, for conspiracy to commit assault first degree; and Jamal Todd, 21, of Hartford, on falsely reporting an incident and reckless endangerment.
