The refurbished City National Plaza is a good indicator of downtown L.A.'s commercial revival. The building stood mostly empty for years but is now mostly full after Thomas Properties spent about $185 million to improve the neglected plaza. The latest statistics show that downtown's commercial vacancy rates are dropping and rents are on the rise.
