ENCINO, CA - June 16, 2010: Portrait of Benjamin Bailey, left with his mother Laurie Bailey, 42, right at Balboa Park Encino, CA June 2010. As a toddler Benjamin barely spoke and seemed hypnotized by ceiling fans, picket fences and other patterned objects. On the day of Benjamin's 2006 evaluation by the Los Angeles Unified School District, Laurie didn't feed her son breakfast. "I wanted him to look as bad as possible," she recalled. It worked. Benjamin paced the room and threw a tantrum. The district made him eligible for special education. Bailey got help worth at least $70,000 a year, including a private aide to be at his side five hours a day for three years. (Francine Orr/ Los Angeles Times)
