California Journal: A column in the Oct. 14 California section about Prop. 64 said that Rand drug policy expert Beau Kilmer has a doctorate in public health. His degree is in public policy. Also, the column said California voters decriminalized marijuana in 2011. The Legislature decriminalized it.
