Lancaster prison in 2007

In a photo taken in 2007, inmates at the state prison in Lancaster are shown in "emergency" sleeping quarters in the gymnasium. That year, the state had 173,000 inmates crammed into prisons built for 82,000. Currently, 117,600 prisoners are in state lockups.
