Garden Grove police have arrested four people -- including a 14-year-old girl -- in connection with a double killing Monday morning near a 22 Freeway pedestrian overpass.

The man and three teenagers were arrested within a few hours of the killings, which happened shortly after midnight.

Luis Alberto Menchaca, 18, was arrested along with a boy from Stanton and one from Garden Grove, both 16, and a 14-year-old girl from Garden Grove, Sgt. Carl Whitney said.

“All six of the people involved have gang affiliations,” Whitney said. “These four suspects confronted the two victims. Some words were exchanged, and then one of the suspects brandished a firearm and killed the two victims.”

The victims were identified as Oscar Manuel Martinez, 24, of Garden Grove, and Michelle Nicole Miller, 19, of Rialto.

Whitney described the weapon as a semiautomatic handgun.

When police were called to the scene they were able to chase down two of the suspects within a few minutes. The other two were caught with the help of a Costa Mesa Police Department helicopter.
