Costa Mesa Park Ranger M. Pallo greets and hands out a flier to Michael Brooks, who is homeless, in Costa Mesa's Lions Park. The flier, put together by the Churches Consortium, advertises a free bus ride to the Santa Ana armory for a warm meal and place to sleep.
