241 Tollroad Hearing

During a public hearing on extending the California 241 toll road through San Onofre State Beach, Paul McQuade of Laguna Beach gives thumbs down to a speaker who supports the roadway. Michael Metcalf of San Clemente makes his position known with a tall hat. Ground rules at the U.S. Department of Commerce hearing allowed no audible protests, only thumbs up or thumbs down during each speaker's presentation.
