World leaders expressed concern over the escalation, according to reports, with United Nations Secretary-General Ban Ki-moon in a telephone conversation with Israeli Prime Minister Benjamin Netanyahu urging a "measured" response to the recurring Palestinian rocket and mortar attacks from Gaza, "so as not to provoke a new cycle of bloodshed that could have dangerous spillover effects in the region."
