Just to set the record straight--shall issue concealed carry went into effect in MO in 2004, but St. Louis & Kansas City used the court system to keep from instituting it till 2006. And the MOST violent parts of the St. Louis metro area are in IL, with ridiculous gun control laws that enhance the safety of no one.

I find it very fitting that the victim in this case is a D.C.Special Police Officer. Heads up, people! If Big Brother will do this to even one of their own, how much more are the rest of us in danger?

Brian, to address your question of whether or not the 2nd Amendment applies to local, state, or federal laws, you must consider what most people fail to, that the Bill of Rights has its own preamble, which states:
"The conventions of a number of the States having at the time of their adopting the Constitution, expressed a desire, in order to prevent misconstruction or abuse of its powers, that further declaratory and restrictive clauses should be added: And as extending the ground of public confidence in the Government, will best insure the beneficent ends of its institution."

In one decision the Supreme Court grants legal rights to murdering terrorists and then and in another decision narrowly reaffirmed the rights of law-abiding citizens to protect themselves. Democrats and liberal applaud the granting of rights to murdering terrorists and groan when law abiding citizens stand up for their rights. The point here - If Sen. Obama is elected we will see appeasement towards terrorist and repression towards law-abiding citizens.

Good comments. The Supreme Court did what everyone deep down knew had to be done eventually. Otherwise you might as well junk the Seond Amendment or just cover it with white out. The ruling allows us to "keep" our hand guns... at home. It only applies to federal legislation since Washington DC is not a "state" and falls under the auspices of Congress. My guess is that guns are here to stay but regulation will continue. So all you liberals can stop wringing your hands and go back to your Starbucks. Your activist judges are working on their next move to help the terrorists.

CORRECTION:
1. I live in Virginia which is a "Shall Issue" state insofar as concealed carry permits are concerned. In other words, the citizen is presumed to have the right to carry a concealed weapon unless the State can prove otherwise. Is Virginia awash in bloody gun battles? Is aggressive driving an antecedent to a gunfight? No to all of the above. Can you go into a restaurant and safely eat? Can joggers and bicyclists jog and cycle a bit more safely. Yes! When the state allows responsible citizens to exercise their rights, they will exercise them responsibly. The anti-gun position presumes we are incapable of doing so.

Why does brian dohoerty cherry pick DC & chicago & ignore the stink in his own backyard?
.. 2005 Dallas & Houston had higher murder rates than Chicago. Progun RichmondVa had a higher murder rate than DC. Why you ignore the stink in your own backyard?
.. of the 10 states with the highest violent crime rates 8 of them were pro gun states in 2005.
.. of the 25 metro areas with the highest violent crime rates 21 of them were in pro gun states.
.. St Louis enabled shall issue ccw in 2004, & in 2005 it had the HIGHEST violent crime rate in US; why you ignore the stink in your own backyard? MORE GUNS, MORE LIES.

Hey, if you do not wish to pack heat (and likely earn a 'Darwin Award') then fine; but don't even think for a minute you know better than I do what is best for me.

"Does the 2nd Amendment apply to state and local or only federal laws?"
Are you serious? Why are you writing about legal issues when you have no grasp of federalism?
The Federal Constitution sets the outer limits of, among other things, individual rights. States are free to work within those limits under their own constitutions and laws. No state or municipality will be able to outright ban gun ownership because it violates the U.S. Constitution.
THe real question is will it apply to the Chicago law, not can it apply.
