Well done L.A. Times on bringing this editorial to taxpayers attention. Councilman Richard Alacrons negative statement during todays meeting regarding this editorial is another example of how much out of touch to taxpayer Alacron and the other council members are. We need jobs for private sector and local business. This is a plan for city DWP union workers only. Private sector jobs and local business will not be involved. This is another non transparent program initiated from the Mayor, IBEW Local 18 Brian D'Arcy and DWP. Supporting the hiring of more high paid union DWP employees for this plan will only cost ratepayers dearly.

why should we always have to pay for LADWP to own and control all our power supplies, even in an era of rooftop solar? seems to me that RATEPAYERS ought to get better incentives, like AB 811 loans, feed in tariffs and grants from LADWP to install oversized systems on our own homes, and get paid for producing clean power. this monopolistic behavior is despicable. time for a new paradigm of decentralized, clean power that we can own ourselves and which protects our open spaces.
what about us? @ 9:29 AM PST, Nov 7, 2008
I used 3300 kWh last year, $430 worth of power. A 20,000 solar panel will add $250/year property taxes. Owning a trampoline may increase your insurance times $200/y. I suspect a similar increase from owning a solar PV system once enough hardware-store parking-lot contractors fall off roofs cleaning solar PV systems. Add another $200/year increased insurance cost. Spraying water on an energized electric device is an act of natural selection. So, if somebody gives me a solar PV system for free, my property taxes and insurance increases will exceed my present electric bill.
