DECISIONS: Air Force Brig. Gen. Thomas Hartmann, a military commissions legal advisor, is one of the lawyers who will decide whether the cases can proceed to trial. The charges filed against the six alleged plotters would be the first capital cases against Guantanamo prisoners.
