Dr. Kathryn White, center, checks paperwork at the South Central Family Health Center, a nonprofit community clinic that provides care for the working poor and uninsured residents of South-Central Los Angeles. It refers most of its pregnant women to California Hospital Medical Center for childbirth. On one recent Monday, White saw 11 patients in the afternoon, at least seven of them undocumented.
