Statistics from the United Network for Organ Sharing showed that the program was in serious trouble last year, yet it didn’t launch an investigation until May, after The Times detailed the program’s failings. Scull said she is angry that UNOS didn’t step in earlier. “Does it upset me? You bet it does.”
