The Plecker property was bought by the county after it sat idle and for sale for years with no takers. With no appraisal, top dollar was paid. MES (Maryland Environmental Service) was to run the "transfer station" and remove the trash to a destination it could not find.
Good things arise out of bad decisions sometimes. In this case, Dion wrote legislation which was supported by the entire county council that would stop any other county purchase over $100,000 without first getting two appraisals. Another similar purchase will not happen again. Council members Lisanti, Shrodes and Woods wrote legislation defining a solid waste transfer station and requiring Community Input meetings to alert the community in a timely manner rather than dropping an email on them.
The Little Gunpowder Improvement Association Inc. has opposed the use of this site as a transfer of trash location. We applaud the actions of the county council in their response to the citizens of Joppa. And we have a special thank you to Dion Guthrie for his dogged, stubborn and very Joppa-like dedication to this cause. We know he will continue to investigate alternatives and hopefully find a use for money received for our trash to help defray our costs.
This leaves a vacant 22 acre county-owned property. We still do not have a Community Center in Joppa. How about it?
