Public art Shelly Rollins-Carter, a visitor to the Fairchild Tropical Gardens in Coral Gables, enjoys the warm sun on Jan. 11, 2004 as she sits among the 100,000 small plastic flags that form the 62,500-square-foot work by Venezuelan artist Patricia Van Dalen. The piece of public art resembles a flag with 14 stripes that is 250 feet long and 10 feet wide.
