Burbank City Council to meet in closed session

The Burbank City Council will meet with City Atty. Amy Albano in a special closed session at 6:15 p.m. on Monday at Burbank City Hall, 275 E. Olive Ave.

On the agenda is a performance review of City Manager Mark Scott, who last week announced his plans to retire after a disagreement with the council on the reclassification of a city employee’s job title, specification and salary. Scott will not be at the meeting, Mayor Bob Frutos said on Wednesday.

Council is also slated to discuss the terms of Scott’s employment, including a retirement date. According to the city manager’s contract, the retirement date must be mutually established and, while Scott is required to give notice of his effective resignation 45 days in advance, he and the council can agree to an earlier date in writing.

In the event of retirement, Scott can give up to six months’ notice, although Scott has indicated he may be looking to retire around February.

The agenda also includes an item related to the appointment of a new city manager.

The public will be able to comment on closed-session agenda items before the meeting. Frutos said he does not anticipate an announcement of any decisions immediately following the closed session, since it mainly involves personnel matters that are confidential.

The next regular meeting of the Burbank City Council is scheduled for Tuesday, Dec. 8.
