Two weeks after suffering a concussion, Foles will start in place of Michael Vick, who is out for the second time this season with a hamstring injury. Rookie Matt Barkley will be Foles' backup versus Oakland.
Philadelphia Coach Chip Kelly made the announcement Wednesday after watching Foles take part in Tuesday's practice.
"Nick did really well," Kelly said. "I know he was cleared, but just because he was cleared, we [still] really needed to see him. I hadn't really had a chance to visit with him, so to get to watch him on the field, I was really happy with the way Nick practiced."
Oneida Indians 'disappointed' in meeting with NFL
Characterizing their meeting with the NFL about their disapproval of the use of Redskins by the Washington franchise as disappointing, representatives of the Oneida Indian Nation requested a meeting with all 32 NFL owners during Super Bowl week.
They hope to persuade the other team owners and Commissioner Roger Goodell to put pressure on Washington owner Daniel Snyder to drop the nickname they find offensive.
"Given the way the meeting transpired," Ray Halbritter, an Oneida representative and leader of the "Change the Mascot" campaign, said Wednesday, "it became somewhat evident they were defending the continued use of the name. Of course, we're disappointed."

Stewart went through his first padded practice since injuring his ankle last November and says he's hopeful the Panthers will allow him to suit up this week.
"I feel ready," Stewart said with a wide smile.

The Titans announced the patch Wednesday in memory of the franchise's founder, who died Oct. 21 at the age of 90.
The patch features a black background with the Titans' logo and the words "BUD" in white inside a white circle. The patch will be on the right front of players' jerseys opposite the patch commemorating the team's 15th season as the Titans.
