UCLA flood damage costs caused by a ruptured water main should be paid by the Los Angeles Department of Water and Power, a university official said Wednesday, even as officials continued to tally the cost. “We believe all costs associated with this incident should be borne by the DWP; they weren’t our pipes,” said UCLA spokeswoman Carol Stogsdill.
