3. The DEA's marijuana mistake

For a muscular agency that combats vicious drug criminals, the U.S. Drug Enforcement Administration acts like a terrified and obstinate toddler when it comes to basic science. For years, the DEA and the National Institute for Drug Abuse have made it all but impossible to develop a robust body of research on the medical uses of marijuana.

  7. Inauguration 2013: Michelle Obama chooses Jason Wu gown

Michelle Obama chose Jason Wu for an inaugural gown for a second time. At husband Barack Obama's first inauguration in 2009, she wore a white, one-shoulder column gown to the round of evening balls. For his second inauguration Monday the first lady chose a ruby red chiffon and velvet halter gown. Times' Fashion Critic Booth Moore found it to be a more self-assured and powerful choice. [Los Angeles Times]

  11. Forget the Russians: The drug cartels are coming

With this month's seizure of 7 tons of marijuana at the U.S.-Mexico border, it's probably time to stop pretending that the assorted statewide legalization measures sweeping the country in recent years are the foundation for a domestic pot-growing industry that will create jobs and can be taxed and regulated like other industries. Marijuana -- medical and otherwise -- has already been largely taken over by the Mexican drug cartels, which enforce their personnel regulations with bullets and do not pay taxes to ship their goods across the border.

  13. How crowded is too crowded?

No one wants to live near a noisy, crowded boarding house whose residents are, at the least, an annoyance and, at the worst, a threat to public health and safety. City nuisance laws and zoning codes are supposed to minimize such problems, but they're not enforced consistently or effectively against bad operators.

  19. Hawaii finds success with tough-love approach to repeat offenders

HONOLULU — The first thing you notice about 1st Circuit Judge Steven Alm is how excited he is about what he's doing. The buzz-cut, fast-talking judge was waiting for me in the lobby of the courthouse early on a recent morning and led me up to his third-floor chambers to explain Hawaii's promising approach to repeat offenders with drug and alcohol problems.

  21. A new stage for Harry Hamlin in 'One November Yankee'

Since mid-November, two actors who were once stars of the TV hits "L.A. Law" and "MASH" have been taking the stage four nights a week at a 99-seat North Hollywood theater. The easy assumption to make is that they have settled for local theater after years on Emmy Award-winning television. But that's not the way Harry Hamlin sees it.

  23. Making the streets a little less mean

David Busch, the creator of an improvised public toilet — consisting of a bucket, soapy water and a tent for privacy — was arrested in April on charges of public nuisance and leaving property on the sidewalk. A homeless man and self-styled advocate for people who live on the streets, Busch went on trial last week in a Los Angeles court, facing the charges stemming from his operation of the makeshift restroom on 3rd Avenue in Venice.
