    <strong>Guatemala:</strong> Because of the escalating violence of anti-mining protests in the southeast, the government has declared a state of emergency in parts of Santa Rosa and Jalapa states, about 40 miles from Guatemala City. Troops have been dispatched to the towns of Jalapa, Mataquescuintla, Casillas and San Rafael Las Flores, and public gatherings have been outlawed. A state of emergency can last 30 days and may include additional restrictions such as curfews and searches. Though the towns have few foreign visitors, they may be transit points for tourists going to the south coast or the Honduran border. The U.S. Embassy in Guatemala City has advised travelers to avoid all public gatherings.
