    This winter, water levels in the Danube and Rhine -- Europe's two top river cruise waterways -- have again reached historically low levels. And, as a result, some river cruises are unable to operate as promised. The port of Budapest, for example, has been closed at times, as have been several river stretches. Although recent rains seem to have alleviated the problem somewhat, some winter departures are probably still dependent on additional rainfall. If you're considering a river cruise, be sure to consider your options carefully.
