Sen. Mel Martinez (Melquiades Martinez), R-Fla., was plucked from relative obscurity as Orange County's chairman to become the nation's secretary of Housing and Urban Development in 2001. President George W. Bush tapped family friend Martinez partly inspired by his life story.
