  1. Philippines travel: Courage and legacy

BALANGA, Philippines — The school day at Balanga Elementary on the Bataan Peninsula was winding down, and children poured from the classrooms into the stifling afternoon heat.

  3. McManus: A team of rivals on Syria

Last August, then-Secretary of State Hillary Rodham Clinton and then-CIA Director David H. Petraeus proposed that the United States change its policy and send weapons and other aid to the rebels fighting the Syrian government. Defense Secretary Leon E. Panetta and Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, signed on too, an unusual step for the normally cautious Pentagon.

  5. Drone strikes: Beyond citizenship

An open debate over using drones to target individual terrorists is long overdue. Many Americans object to the killing in Yemen of Anwar Awlaki, a fellow citizen, without affording him due process. But the Supreme Court has ruled that the particular "process" that is constitutionally "due" varies with context and competing interests. So how much process was Awlaki due? My answer is some, but not in a court.

  11. The Latin America mistake

The United States is expanding its military presence in Honduras on a spectacular scale. The Associated Press reported this month in an investigative article that Washington in 2011 authorized $1.3 billion for U.S. military electronics in Honduras. This is happening while the post-coup regime of Honduran President Porfirio Lobo is more out of control than ever, especially since the Honduran Congress staged a "technical coup" in December.

  23. The assault on women

The disturbing case of a Somali woman who alleged she was raped by security forces, only to be convicted by a court Tuesday of making a false claim and insulting the state, has outraged human rights groups and advocates for women's rights around the world. The court also convicted a journalist who had interviewed the woman of the same charges (although he has published nothing so far). Each was given a one-year prison sentence. The State Department and U.N. Secretary-General Ban Ki-moon issued statements of concern about the case, and a spokesperson for the U.N. noted that the organization has long been alarmed about underreported incidents of sexual violence in displaced-persons camps in Somalia, such as the one the alleged victim lived in.
