U.S. accuses Russia of violating 1987 treaty on nuclear missiles

The Obama administration has accused Russia of violating a key arms control agreement by testing an intermediate-range nuclear cruise missile. The tests, which U.S. officials have said began as early as 2008, have been a point of contention between the two countries for at least a year.
