Story | Aug 1, 2013In your July 31 editorial (“Finally, an emergency”), you criticize Speaker Madigan and Senator Cullerton for upholding the Illinois Constitution as "the beacon of justice...when it serves their interests”—in this case, the separation of powers article they cite in their lawsuit to overturn Governor Quinn's line-item veto suspending legislator salaries. However, when you point to other constitutional obligations, which you say "the General Assembly often takes a more relaxed approach toward," you take the time to identify the constitutional obligations by description as well as by their article and section number. A certain article/section is curiously missing. Where is Article 13, Section 5—you know, the one containing clear wording that specifies membership in a pension and retirement rights system as "an enforceable contractual relationship, the benefits of which shall not be diminished or impaired"?
