President Obama's foreign policy speech at West Point last week was in large part a list of all the things he doesn't want to do. He doesn't want to withdraw from the world. At the same time, he doesn't want to use military force to solve every problem. Above all, he doesn't want to get stuck in another war in the Middle East, or anywhere else, for that matter. But there's an exception to the Obama Doctrine of restraint: terrorism.
