State environmental conservation police released a 300-page report Tuesday on their investigation of the nighttime accident involving 33-year-old Richard Layton Jr.
Police say an 18-foot bass boat struck Layton's 24-foot speedboat in July, but Layton was at fault because the bass boat had the right of way and he failed to avoid the collision. Authorities say Layton was drunk and operating his boat recklessly.
Layton and a passenger in his boat, 27-year-old Jason Wanat of Redding, died. A second passenger was seriously injured. Two men in the bass boat escaped serious injury.
