Investigations by state police and a private firm disagree on which bus driver was at fault for the accident in which a fourth grader was struck and killed outside an Indianapolis school.
The Washington Township School Board discussed the reports Wednesday night about the February death of 10-year-old Christopher Beltz at Spring Mill Elementary School.
The firm hired by the school district found that the school's traffic flow procedures were inadequate. But it cited actions by bus driver Ingeborg Willis as the primary factor because she dropped Christopher off in an unauthorized location.
The state police investigation, however, blamed the driver whose bus struck Christopher for not checking her mirrors.
Willis' lawyer, Jack Crawford, called private report "preposterous" and said that she acted according to orders.
