Chetumal Prison
Gently swaying palm trees and a serene Caribbean sunset frame the towers, high walls and barbed wire of the prison in Chetumal. Prison director Victor Terrazas Cervera, who allows inmates to make and sell artwork during their sentences, insists there had been no inmate violence in his prison in a decade.
