Where am I?: Pedestrian mall prowl

Somewhere in North America, purple blobs are popular, pay phones have never gone out of style, and a red-sweatered man is headed for a big-time brow burn. This thoroughfare closed to private cars in 1982 under a design by I.M. Pei, the architect behind the glass pyramid at the Louvre. Hints: It's not Fresno's Fulton Mall, which came toward the beginning of the great American pedestrian mall trend in 1964, and it's not Santa Monica's Third Streeet Promenade, which didn't come until 1989.) Also, the South Platte River runs through town. Now, name this thoroughfare and the city that holds it.
