A British billionaire says a man arrested after streaking at an Obama rally in Philadelphia over the weekend was trying to win a $1 million Internet challenge. Police said 24-year-old Juan J. Rodriguez of New York City was charged with indecent exposure, public lewdness and disorderly conduct on Sunday.

British billionaire Alki David recently offered $1 million to anyone who could streak in front of the U.S. president with www.battelcam.com on his chest. David told The Philadelphia Inquirer and Philadelphia Daily News that he is an Obama fan but streaking is a time-honored way of getting attention.

After his arraignment Monday night, Rodriguez told reporters that he believed he had done everything required to win the money. The White House has declined comment on the incident.
