Cumberland County Man Arrested For Making Hundred of Sexually Explicit Phone Calls

A Cumberland County man was arrested Tuesday for making thousands of sexually explicit phone calls over the past five years. Rip Alan Swartz, 43, from Upper Allen Township, made over 400 phone calls everyday all over the United States.

The investigation began in October 2010, when female employees of local businesses contacted the police and reported that Swartz had called multiple times. Swartz tried to get the females to participate in sexually explicit conversations about pantyhose.

Upper Allen Township Police worked with departments in Maryland and West Virginia to build their case. In the investigation they discovered Swartz had been making random phone calls all over the United States for the past five years.

Swartz turned himself in to police on Tuesday.
